The Arch-Traitor of the Septim Empire. He is said to be part Bosmer and part Dunmer. He is recorded as a mage-priest at the Temple of Sethiete in Camlorn, High Rock, before his ascension to Imperial Battlemage.

In 3E 376, he tricked Queen Barenziah of Mournhold to uncover the way to the Old Mournhold, to a place where the Staff of Chaos was hidden. He stole the staff and disappeared.

Later, he became the Imperial Battlemage of Uriel Septim VII. In 3E 389, by manipulating the power of the Staff of Chaos, he managed to trapped Emperor Uriel Septim VII in Oblivion. Using powerfull illusion magic, he assumed the guise of Uriel VII and ruled the Empire in his stead. He broke the staff into eight pieces and hid them throughout the eight provinces of the Empire. 

During his ten year reign, made a bargain to the Daedric Prince Mehrunes Dagon to invade Battlespire, the Imperial training facility and bastion of Battlemages of the Empire. This move was essential to secure his position and to remove the possible threat to his reign. Although Mehrunes Dagon was banished back to Oblivion by a mysterious hero, the Battlespire was destroyed.

In 3E 397, Tharn and Pergan Asuul, an evil Shadowmage, tried to manipulate the War of Bend'r-mahk to create the Shadow of War – the powerful shadow creature Umbra'Keth. However, a mysterious hero, with the help of Skelos Undriel and Azra Nightwielder, thwarted the plan.

His evil reign was ended in 3E 399. Another mysterious hero, with the help Ria Silmane and Lady Barenziah, successfully collected pieces of the Staff of Chaos. In the final battle in depth of Imperial Castle dungeon, the hero snatched the Jewel of Fire, a jewel that held Tharn's power and the whole energy of the Staff of Chaos. Jagar Tharn was destroyed and Uriel Septim VII was rescued.
