I'd recommend using the tavern in Ald Raathim as a jumping off point ... Provided you're not the sort to pick a fight. Jazbet is a laid-back kind of lord, but he does want to keep his domain a quiet, sleepy little corner of Morrowind.
I find the easiest way to slide into an already existing RP campaign is to read what's happening, and invent a character who probably already exists but doesn't yet have a name or a personality.
Jazbet began that way. It was known that some rogue knights of House Dres were a part of Loranna's pilgrimage, and when they were needed for a specific task, I invented three of them -- Gaor, Jazbet, and Wyrloc -- to fulfill the need. Over time, they developed unique personalities.
In the current RP, there are many 'generic' characters wandering about Jazbet's area who could step forward and become 'real' characters. There are his household staff, servants, and peasants who work in the fields. There are the villagers. There's miles of wilderness for odd hermits and characters-on-the-run.
And the mangrove trees outside the bay are notorious for their shipwrecks, if you want a dramatic entrance.
