The Thalmor's plan is much more sevire than most people think.

The thalmor and many other altmeri think of mundas as a prison that they need to escape from.

Lorkhan the god of man was punished by the Aedra. the thalmor believe the Talos is Lorkhan (a derrect dicendant or what noy) and believe that as long as Talos is worshiped that they can never return to their natural plane of oblivion athireus.

The towers (mentioned in the prophecy of the dragonborn) are links to athireus and that hold mundas together. the thalmor think that by deactivating the towers and banishing the worship of Talos that they will be returned to their home, their true home.

They almost succeeded, when Alduin returned to bring the end of the world the dragonborn stood against him and there for against the Thalmor also.

"When misrule takes its place at the eight corners of the world" refers to the Thalmor. Well actually it refers to any ruler of Tamriel that isn't Dragonborn.

But the elves ruled before and they weren't dragonborn. Misrule only refers to those who intend on harming those eight corners.

But how would the men and mer of future generations after Skyrim be able to stop the Thalmor? You can kill as many as you'd like but the ideals and beliefs they stand for will survive through the ones who escape the carnage and linger in secret with the elves that harbor a hatred/disgust for man and a need to escape Mundas. And with the Empire falling apart it's won't be as simple as passing a few laws to hinder their movements.

There is one place the Thalmor do not have control over, Akaviri. An Alik'r/Stormcloak/House Redoran/An-Xileel could establish a foot hold on the neiboring contanent.

Interesting idea although it may be difficult since they would have to make it there and survive the attacks of residents already there. Or maybe there are some there who might be willing to support their cause in exchange for something. After all, if they saw the Thalmor as a potential threat as well they may feel the need to lend their arms, kinda like a World War scenario. I sure hope they make a game in Akaviri one day.

The Thalmor couldn't possibly defeat the races of Nords, among any alliance they make. With the Barbaric people (Redguards, Nords, and Orcs) being considered "mage-killers" because of their speed and agility, the Thalmor wouldn't stand a chance. They are a less populated, lower reproductive race of highly intellectual beings, but smarts only get you so far. And if you look into their pantheons (which would come into play if the races fought and one races' existence became questionable) the Altmeris' pantheon is dwindled compared to that of the Nords and Redguards. All they have left is Auri-El, and a few more compared to about 5 Nordic gods (all of whom are known to have fought the Aldmeric armies and the ancient Aldmeri gods) and several Yokudan gods, the Thalmor simply wouldn't stand a chance. Once the civil war is over, ideally the Nords would begin to recover and form alliances all the while. (I'd say the Empire could fight but they'd loose, easily. Mainly because they aren't known for fighting against mages nor would they have a pantheon to back them up, as Akatosh is just Auri-El and the whole pantheon is made up by Saint Alessia in her attempts to combine the Nordic and Elven pantheons to bring peace to all her people). Anyway, so much for my rambling.
