 Why the HELL cant I used magic underwater? Why don't deadra lords suround themselves with water armor?

It's just targeted spells don't work. They trigger when they hit something, the first thing you hit under water is water.

 

It's mostly gameplay though.So you won't see Dremora wearing water-armor because that wouldn't kinda ruin the fun.

  Well, I of course know it has to do with gameplay, but I was wondering if some ridiculously long myth could be made as to why.

Yes, but he asked, "Why the HELL cant I used magic underwater?"  Lightening bolts under water = pain for you and your target.

Indeed. Slaughterfish in Oblivion, to me, were like the aquatic counterparts to cliff racers in Morrowind. Kill 'em all, the slippery bastards...I just wanna swim in peace.

 They were pretty awful in Morrowind, too... worse, even. Rats were my bane in Oblivion.

hey, i liked cliffracers. They actually added to the immersion (sometimes.) So glad there are birds in skyrim (in one screenshot)

My Bane in skyrim would have to be Dragons, Slaugterfish, Wolfs, Imperials, and Mudcrabs
