State of The Imperial City at approx 4E200This came up because I am running a role playing session with my friends where I am starting them out in Cyrodill parallel to the start of Skyrim. I made the following speculations about the state of The Imperial City in particular and Cyroldill in general and would like to run them by the Lore experts: 1. Although not actually running things, the Thalmor would be very visible and influential in the Imperial City, and would still be doing the occassional arrest of a "confessed" Talos worshipper. 2. The temple of Talos in The Temple District is torn down. In my game I replaced it with a "Plaza of Justice" where criminals are executed in public, something like the one in Solitude but on a much bigger scale. 3. The Imperial Legion is at a historical downpoint in morale: There are some honest officers who try to struggle against the influence of the Thalmor but their hands are tied by their superiors, and corruption and apathy are rampant among the common soldiers. 4. The Imperial Academy has been officially disbanded, however many of the mages have fled into the wilderness and set up an Academy in Exile. This will feature prominently in the plot of my storyline for the current campaign. 5. The Emperor and the Council spend most of their time in petty power struggles and infighting... The Emperor is relatively weak and has to spend money / favors to maintain his prestige. 6. There is rampant poverty and hunger everywhere in Cyrodill, but things are better in the Imperial City than elsewhere. Because of the number of refugees, the Market District is packed out with every race in Tamriel trying to get a fresh start. 7. There are large numbers of Dunmer refugees in the eastern uplands of Cyrodill, and some have started to construct permanent settlements where they hope no one will notice them. 8. Bruma and Chorrol are the most secure areas under Imperial control, that is where the best troops in the Legion are stationed, and they serve as training grounds for the rest of the Empire at this point. Thalmor agents are constantly trying to infiltrate the forts near these cities, but are being rebuffed by the Pentius Occultus.
Anyway, that is all I have for now. Sound reasonable?

on 1.I think you might be overestimating the prescence of the Thalmor. They wolud definitely still have a spys present ,with informants and contacts in the City . maybe from 4E 10 - 4E 17 during the storm interregnum or after the great war, but i just could not agree with them being a powerful influence in the Year 4E 200.
on 2. again I dont think this sort of thing could occur until after the great war when it gets sacked
on 4. assuming by Imperial Academy you mean the mages Im pretty sure they split and went from magical learning and petty politics
on 6. if there immigrants surely they'd be in the waterfront
on 7. Good idea,i imagine they'd be based around the shrine of azura, possible names like New resadynia (see morrowind in 1st era)
on 8. Blades are still an option in terms of a intel agency and finally if the emperor pays off his "allies" and does them favors isnt that just another way of keeping power (as oppose to Uriel VII's bully tactics)
