Addhiranirr
She is a Khajiit and a Thieves Guild operative. Addhiranirr is wanted by the Census and Excise agent. Once her name is cleared, she is willing to discuss the Sixth House cult.

Almalexia
Almalexia, Mother Morrowind, is Mercy. Blessed Almalexia the Warden is one of the three Immortals God-Kings of Morrowind, a Pillar of the Tribunal, and the patron of Healers and Teachers. Almalexia was the virtuous wife of Lord Nerevar, and later the Consort of Lord Vivec. Almalexia is Healing Mother, the source of compassion and sympathy, and protector of the poor and weak. Boethiah is the Anticipation of Almalexia but male to her female.
Circa 1E668-1E700, after the War of the First Council and the death of Lord Nerevar, Sotha Sil, the other member of the Tribunal, manages to find a way to tap the Heart of Lorkhan in order to make themselves gods. Almalexia, Vivec and Sotha Sil go to the Heart Chamber in the Red Mountain to perform the ritual. Shortly after the ritual, Daedric Prince Azura arrives and confronts them. Sotha Sil answers the Daedric Prince and states that their people shall not worship Daedra anymore as they have better gods. Azura is furious and in her anger, she curses the entire Chimer race. Now the people are known as the Dunmer.
In the end of First Era, Daedric Prince Mehrunes Dagon destroys Old Mournhold. Almalexia and Sotha Sil come too late to prevent this destruction, but the two immortal gods of Morrowind successfully banish Mehrunes Dagon back to Oblivion.
Circa 2E547, Almalexia is recorded summons the Underking, in order to help her repel the invasion of Ada'Soom Dir-Kamal, a Snow Demon King of Kamal (Akavir).
In 2E882, the Tribunal loses the Kagrenac's Tools to the Sixth House. Without these tools the Tribunal cannot perform their annual ritual bathing in the heart's power. Without this ritual, the power of Tribunal is declining.
Later in the Third Era, after the death of Dagoth Ur and the releasing of the Heart of Lorkhan. The new emerging King of Morrowind, King Hlaalu Helseth is a direct opposition for Almalexia's ancient rule of Morrowind. The losing of her divine power due to the releasing of the Heart of Lorkhan is proved too much for her.
In order to secure her seat, she needs to do a drastic approach. She manipulates the new Protector of Morrowind, the Nerevarine. After some other works done by the Nerevarine on behalf of the Temple. She summons Nerevarine to her temple and asks the Nerevarine to recover Barilzar's Mazed Band. The powerful artifact is essential for her next plan. Needless to say, the wit and the strength of the Nerevarine survives Barilzar, the lich that was condemned to walk the mortal realm for eternity because of his creation, the Mazed Band.
Then a host of strange creatures, mixed of flesh and machine, attacks Mournhold. In fact this is the work of Almalexia herself. With the Mazed Band in her possession, she transports herself to the hidden Clockwork City of Sotha Sil. She slays Sotha Sil and uses Sotha Sil's Fabricants to attack Mournhold. They burst from the Plaza of Brindisi Dorom. The beautiful plaza and the monument of Almalexia's feat in the past are destroyed. From the middle of the monument, a large crack is created. This large crack leads to an ancient caves, which in turn lead to the ancient Dwemeri ruin of Bamz-Amschend. This ruin is essential for Almalexia's next move.
Some people have learned that the Tribunal are losing their divine powers. Eno Romari establishes a cult which goals are preparing the people of the passing of the Tribunal and the effect afterward. They name themselves The End of Times cult. Almalexia could not suppress them, since doing so would only bring more followers to the cult. Instead she asks the Nerevarine to go to the Bamz-Amschend to activate the weather machine Karstangz-Bcharn in order to bring the ash-storm to Mournhold. Proving that the divine powers are still within her.
Eventually, Almalexia claims that the creatures that attacked Mournhold are belong to Sotha Sil. She states that Sotha Sil has turned mad. She asks the Nerevarine to confront Sotha Sil in order to end and prevent "the attack of Mournhold."
Arriving in Sotha Sil's chamber, the Nerevarine is shocked to see that Sotha Sil has already dead. And the Nerevarine finds Almalexia waiting for him. Then she uses her remaining power and her magnificent sword, Hopesfire to end the Nerevarine's life. She wants that the people of Morrowind worship her only, she plans to slay Vivec as well and eliminate Helseth after the Nerevarine. She fails, and dies. Two glorious living-gods of Morrowind end their life in a sad miserable way.

Aryon
He is the Telvanni mage-lord of Tel Vos and is a councilor of House Telvanni. He is considered the most open-minded Telvanni mage-lord. His tower of Tel Vos is a blend of Telvanni's mushroom style tower and Imperial's castle style.
He hates Archmagister Gothren and his way to lead House Telvanni; he wants to end Gothren's reign in any way. Unfortunately he has no support from other Telvanni councilors. Mistress Therana is mad; Master Neloth does not care about anything save himself; Mistress Dratha does not like male of all races, it's obvious she does not like Master Aryon as well.
Utilizing a new hireling in the House Telvanni. He tries to approach Divayth Fyr, an ancient Telvanni lord. He sends a coded message to Divayth Fyr. His effort fails, Divayth Fyr is too busy on his research of Corprus disease and he has no interest in politics.
Then Master Aryon approaches Baladas Demnevanni. This time his effort works, Baladas Demnevanni agrees to become a councilor, and put his mouth (a representative) in the Telvanni Council House. Aryon now has support in his war against Gothren.
In time, Master Aryon helps this hireling to ascend in the House Telvanni; creating a new Telvanni tower of Tel Uvirith; and makes this hireling the new Archmagister of House Telvanni, obviously by eliminating the old Gothren first.
Master Aryon also helps the would-be Nerevarine gaining support from other Telvanni Councilors in order to become a Telvanni Hortator.

Athyn Sarethi
Athyn Sarethi is a councilor of House Redoran. He is the rival of the current Redoran Archmaster Bolvyn Venim. Because of this, Bolvyn Venim holds Athyn Sarethi's son hostage. Athyn asks a new member in the House Redoran, in the rank of Lawman, to infiltrate Venim Manor and rescue his son. Fortunately the Lawman did his work perfectly, Athyn Sarethi's son is rescued.
Later he helps this Lawman ascends in the House Redoran; establishing a new Indarys Manor in Bal Isra and eventually helps him reaches the highest rank in the House Redoran, the Archmaster, obviously after a honorable duel with Bolvyn Venim in Vivec Arena.
Athyn Sarethi also helps the would-be Nerevarine to gain support from other Redoran Councilors in order to become Redoran Hortator.
Athyn Sarethi wrote The True Noble's Code, a codebook for House Redoran members.

Bolvyn Venim
Bolvyn Venim is the Archmaster of House Redoran. He is a strong leader, and has done great things for House Redoran. He moves the council from mainland to Vvardenfell and takes the share of the frontier lands. He is a natural leader, born to rule. One only wishes he was just and fair as well as strong.
Athyn Sarethi and Bolvyn Venim are always in the opposite part of almost anything. Because of this Bolvyn Venim captures Athyn Sarethi' son. Athyn Sarethi asks a newly member of the House Redoran to rescue his son. The person is succeeded. Then Athyn Sarethi helps this new person to ascend in the House Redoran. Eventually gaining enough ranks to become a new Archmaster, and by slaying Bolvyn Venim in a honorable duel this person takes the rank of Archmaster of the House Redoran.
Some other account says that this person is would-be Nerevarine in his quest to be named Hortator by House Redoran.

Brara Morvayn
Mistress Lady Brara Morvayn is one of the Redoran Councilors, and she stays in the Redoran Council Hall.

Caius Cosades
Caius is the spymaster of the Blades on Vvardenfell. The Blades are spies, and they are the Emperor's hidden eyes and ears in the provinces. They watch the Emperor's enemies, look for opportunities, and make reports. And, when the Emperor commands, they obey.
Caius is joined by the Nerevarine who he helps guides through Vvardenfell.
Later, Caius Cosades is recalled back to Cyrodiil. When asked why he is being recalled, Caius replies, "Internal politics. Some concern about my sugar. I thought about refusing the recall. But they have members of my family back in the capital. I'm afraid it may have something to do with the problems with the succession. As the Emperor's health declines, factions are maneuvering for advantage."

Crassius Curio
Crassius owns a manor in the Hlaalu Plaza in Vivec, and is one of the Hlaalu Councilors. Curio can be very eccentric at times; he prefers to be called 'Uncle Crassius'. He helps the would-be Narevarine in his quest to be named Hortator by House Hlaalu. Crassius Curio is also famous of his play of "The Lusty Argonian Maid". This new play is more successful than his old "Dance of the Three-Legged Guar".

Dagoth Araynys
A Member of House Dagoth and one of the seven Ash Vampires. He guards Mamaea Caverns in the West Gash region of Vvardenfell, outside of Red Mountain region. He captures Hannat Zainsubani, the son of Hassour Zainsubani. Dagoth Araynys has Soul Ring, an artifact of great power.
In his quest to fulfill the Nerevarine Prophecy and in order to weaken Dagoth Ur, the Nerevarine comes to the caverns. He releases Hannat Zainzubani and slays Dagoth Araynys.

Dagoth Endus
A Member of House Dagoth and one of the seven Ash Vampires. He guards Dwemer Citadel Endusal. The greatest dwemeri architect, Kagrenac, previously owned this Dwemer Citadel. In fact, this is Kagrenac's study place. Kagrenac's Journal is being kept in this place. Dagoth Endus owns a powerful artifact named Amulet of Heartrime.
In his quest to fulfill the Nerevarine Prophecy and in order to weaken Dagoth Ur, the Nerevarine comes to the citadel. He slays Dagoth Endus.

Dagoth Gares
He is a half-man creature, the priest of Ilunibi Shrine near Gnaar Mok, and minister to Sixth House servants. He establishes the location as Sixth House base of operation in 3E410. The Sixth House operatives, under the lead of Dagoth Gares, exploit smuggler organizations and communications to spread their influence among victims unbalanced by Dagoth Ur's dream sendings.
Caius Cossades asks the would-be Nerevarine to investigate this Sixth House base. In the deep part of the caverns, the would-be Nerevarine meets with Dagoth Gares. Dagoth Gares delivers an invitation of Dagoth Ur to the would-be Nerevarine to come to Red Mountain. Dagoth Ur promises counsel and power, if the would-be Nerevarine serves him. After the brief conversation Dagoth Gares attacks, and forced the would-be Nerevarine to kill him. In his dying breath, Dagoth Gares presents the would-be Nerevarine the blight disease, as a seal to Dagoth Ur's invitation.

Dagoth Gilvoth
A Member of House Dagoth and one of the seven Ash Vampires. He guards Dagoth Ur, Lower Facility. He wields a powerful artifact, Blood Ring. In his final quest to defeat Dagoth Ur, the Nerevarine meets Dagoth Gilvoth. The Nerevarine slays Dagoth Gilvoth. Thie action is also esential to weaken Dagoth Ur.

Dagoth Odros
A Member of House Dagoth and one of the seven Ash Vampires. He guards Dwemer Citadel Odrosal; where one of Kagrenac's Tools, Keening is being kept. In 3E417 Dagoth Odros and Dagoth Vemyn ambush Almalexia and Sotha Sil, and take two of the three Kagrenac's Tools. Dagoth Odros is given responsibility to keep Keening while it's not being used by Dagoth Ur.

Dagoth Tureynul
A Member of House Dagoth and one of the seven Ash Vampires. He guards Dwemer Citadel Tureynulal. The greatest dwemeri architect, Kagrenac, previously owned this Dwemer Citadel. In fact, this is Kagrenac's library. Kagrenac's Planbook is being kept in this place. Dagoth Tureynul owns a powerful artifact named Amulet of Heartthrum.
In his quest to fulfill the Nerevarine Prophecy and in order to weaken Dagoth Ur, the Nerevarine comes to the citadel. He slays Dagoth Tureynul.

Dagoth Ur
Dagoth Voryn aka Sharmat aka Dagoth Ur is the former Lord High Councilor of House Dagoth. House Dagoth, the traitor house destroyed in the War of the First Council. Dagoth Ur is the evil immortal enemy of the Tribunal Temple cult. The Temple blames Dagoth Ur and his hosts for all the evils that beset the Dunmer and Morrowind. Dagoth Ur dwells in fiery caverns beneath Red Mountain, served by his kin and legions of monsters.
He was of Lord Nerevar's generation, older than the Tribunal (Almalexia, Sotha Sil, and Vivec), and a mighty sorcerer and enchanted in life. In his sustained shadow immortality, he appears to be a highly intelligent, severely deluded immortal monster with unparalleled supernatural abilities. He appears, by turns, lucid and deranged, compassionate and bestial, profoundly wise and profoundly disordered.
Circa 1E668, Dagoth Ur finds out that the Kagrenac of Dwemer race attempts to create Numidium, a giant construct with Heart of Lorkhan as fuel. He brings this news to Indoril Nerevar and the Tribunal. Enrage of the manipulation of the forbidden divine heart, the Chimer confronts the Dwemer. A great meeting begins; unfortunately they come to a dead end. This event marks the start of the War of the First Council.
Nerevar, Dagoth Ur and a legion of Chimer successfully infiltrate the main Dwemeri citadel on the peak of Red Mountain. A battle inside the citadel erupts; then the Dwemer race vanishes after the use of Kagrenac's Tools to the Heart of Lorkhan. This marks the end of the War of the First Council.
Nerevar departs to meet his advisors, the Tribunal, in order to decide what should they do with the Kagrenac's Tools. Dagoth Ur is given task to guard the tools. When Nerevar arrives back to Red Mountain with the Tribunal, Dagoth Ur is somehow corrupted and refuses to give back the tools. The Tribunal and Nerevar are forced to wrestle the tools from Dagoth Ur. Dagoth Ur escapes.
After the death of Nerevar, Tribunal emerges as the new gods of Dunmer (transformed Chimer) by utilizing the Kagrenac's Tools. Dagoth Ur and his kin lie dreaming beneath the sills of Red Mountain. And the House Dagoth is declared as traitor and destroyed by the other factions of the Dunmer.
In 2E882 Dagoth Ur and his kin awaken and emerge from lower Red Mountain into the Heart Chamber. He starts the first phase of construction the second Numidium, the Akulakhan. The Tribunal, unknowing the awakened House Dagoth, comes to the Red Mountain to do their annual bathing in the heart's power. Dagoth Ur ambushes the Tribunal. The Tribunes are driven away, and prevented from restoring themselves with Kagrenac's tools at the Heart Chamber.
Dagoth Ur starts to recruit new member for House Dagoth. Dagoth Ur recruits Sleepers and Dreamers through dream sendings. Cultists are recruited through dream compulsion. Weaker cultists become corprus beasts; stronger cultists advance through stages towards the powers of the Ascended Sleepers.
In 3E417 Almalexia and Sotha Sil lose the artifacts Keening and Sunder (two of the tree Kagrenac's Tools) to Dagoth Odros and Dagoth Vemyn. Vivec rescues Almalexia and Sotha Sil, but failing to recover Keening and Sunder, the Tribunal retreat from Red Mountain in disorder. The Tribunal continue to grow weaker without access to the Heart, and because of resources required to support the Ghostfence.
In 3E427 A slave, with uncertain parent and born on certain sign, is freed by the Blades as an Imperial agent to uncover the prophecies of the Nerevarine, and also to find out more about the sixth house of the Dunmer, the House Dagoth.
Dagoth Ur tries to recruit this would-be Nerevarine to his side, and he sends an invitation via Dagoth Gares. Dagoth Gares delivers an invitation of Dagoth Ur to the would-be Nerevarine to come to Red Mountain. Dagoth Ur promises counsel and power, if the would-be Nerevarine serves him. After the brief conversation Dagoth Gares attacks, and forced the would-be Nerevarine to kill him. In his dying breath, Dagoth Gares presents the would-be Nerevarine the blight disease, as a seal to Dagoth Ur's invitation.
After a long journey, four Ashlander Tribes and three Great Houses declare the slave as Nerevarine and Hortator. He meets Vivec and is given the Wraithguard (the last Kagrenac's Tools in Tribunal possession).
The Nerevarine successfully reclaims the Keening and Sunder after defeating Dagoth Odros and Dagoth Vemyn. Eventually he arrives in Red Mountain and stands face-to-face with Dagoth Ur. The Nerevarine defeats Dagoth Ur, but he just re-emerges in the Heart Chamber. The immortal Dagoth Ur eventually slain after the Nerevarine used the Kagrenac's Tools to release the Heart from its bond. The action is needed to undo the divine connections to the heart, and this results the undoing of all godhood, including the Tribunal. Dagoth Ur and his nearly finished Akulakhan are destroyed.

Dagoth Uthol
A Member of House Dagoth and one of the seven Ash Vampires. The ancient Dunmer citadel of Kogoruhn reoccupied by Dagoth Uthol and fortified as an advance base for Sixth House operations in 3E400. In fact this citadel is a secret way to go in or out of the Red Mountain. This especially useful after the Tribunal created Ghostfence that surrounded the Red Mountain region. Dagoth Uthol wields a powerful artifact named Belt of Heartfire.
In his quest to fulfill the Nerevarine Prophecy and in order to weaken Dagoth Ur, the Nerevarine comes to the citadel. He slays Dagoth Uthol.

Dagoth Vemyn
A Member of House Dagoth and one of the seven Ash Vampires. He guards Dwemer Citadel Vemynal; where one of Kagrenac's Tools, Sunder is being kept. In 3E417 Dagoth Odros and Dagoth Vemyn ambush Almalexia and Sotha Sil, and take two of the three Kagrenac's Tools. Dagoth Odros is given responsibility to keep Sunder while it's not being used by Dagoth Ur. Dagoth Odros wields a powerful artifact, Amulet of Heartheal.
In his quest to fulfill the Nerevarine Prophecy and in order to retrieve Sunder and further weaken Dagoth Ur, the Nerevarine comes to the citadel. He defeats Dagoth Vemyn and reclaims Sunder.

Dratha
Mistress Dratha is the oldest living Telvanni Councilor and is sustained by the necromantic arts. She dislikes men of all races. She can be found in her tower in Tel Mora. She votes for the Nerevarine to be a Telvanni Hortator.

Divayth Fyr
Before coming to Morrowind, Master Fyr was a member of the Psijic Order. He was taken in by the Order as a gifted youth in magic, knowledge, and pursuit of truth. Eventually, he left because of matters of personal interest. He abandoned the Old Ways, and devoted his life in the study of the New Ways, the Way of the Dwemer.
Some rumors state that he is the guardian hero of the Battlespire. There is no definitive answer. He is a collector of ALL artifacts. He has acquired them over his lifetime through many channels: He may find them, he may buy them, he may even hire a mercenary to acquire one for him through whatever means possible. They are important to his researches.
Master Fyr is an ancient Telvanni wizard and runs the Corprusarium beneath Tel Fyr. Divayth Fyr has several wives... daughters... consort... whatever you want to call them, he studies the effects of Corprus disease, and is the caretaker of the Last known Dwemer Yagrum Bagarn.
When the Nerevarine comes to him with Corprus disease, he helps the Nerevarine after one minor chore to the Corprusarium. He has invented a potion to cure the corprus disease; so far the potion is hardly worked. However when corprus diseased Nerevarine drinks the potion, the potion works. It removes the bad effect of the corprus disease while retaining the good effect. This makes the Nerevarine virtually immortal, as he is immune to all disease.
Master Aryon tries to pull him to his side, to face the Telvanni Archmagister Gothren. Master Aryon sends him a coded letter delivered by a new hireling in the House Telvanni. However, Divayth Fyr refuses the invitation, as he is too busy with his research of Corprus disease.
Outside of the game, Divayth Fyr is often role-played by Gary T. Noonan (Wormgod/VXSS).

Dram Bero
Dram Bero is a councilor of House Hlaalu. He is very secretive and no one seems to know where he lives.

Gilvas Barelo
Gilvas Barelo is the abbot of Holamayan Monastery. He is the head of that secret order. He gave the Nerevarine letters he wrote and summarized from the Apographa (the hidden writings of the Tribunal Temple): "The Lost Prophecy", "The Seven Curses" and "Kagrenac's Tools".

Gulakhan Han-Ammu is the ashkhan of the Erabenimsun Tribe. He is the son of the former chief of the tribe, Airan-Ammu.

Hasphat Antabolis
Hasphat Antabolis is Drillmaster at the Balmora Fighters Guild, and he is is a student of Morrowind history. He knows about the Nerevarine secret cult and the Sixth House secret cult. Hasphat is an expert on the Dwemer ruins and artifacts.
Hasphat is given a Dwemer puzzle box, and he gives his notes to Caius Cosades.

Hassour Zainsubani
Hassour Zainsubani is an Ashlander who left the Wastes to become a wealthy trader in Ald'ruhn. He is too old to travel, now, to risk the beasts and bitter blights of the Wastes. He sits and savors imported Cyrodilic brandy, while his adventurous son, Hannat Zainsubani, assists him in his trade, seeking out sources of fine ebony, and fetching them at fine prices.

Mehra Milo is a Temple priestess who works in the libraries at the Hall of Wisdom and Justice. She helps the would-be Nerevarine providing some information. Because of this she is imprisoned in the Ministry of Truth, but she manages to leave a message to the would-be Nerevarine to help her. Then she escapes to the monastery of Holamayan. When the would-be Nerevarine arrives in the monastery, she introduces the would-be Nerevarine with Gilvas Barelo, the abbot of Holamayan Monastery.

Nerevar, Indoril
When the Chimer race follows Veloth to the northeastern part of Tamriel (now Morrowind), in order to create a new nation based on daedric principles, they are many warring tribes, with no law or leader in common. The Dwemer who have already lived in the area accept the incoming Chimer suspiciously. The Dwemer are an atheist race that have faith on their own science and enchanting rather than Daedra or Aedra. They are known as a great enchanter.
One Chimeri warlord of Indoril clan, Nerevar, has the ambition to rule all the Chimer. In secret, Nerevar meets with a Dwemer smith for an enchanted ring that would help him rule and unite the Chimer tribes. The ring gives its wearer a great power of persuasion; for safety precaution, the ring is also enchanted to instantly kill anyone who wore it except Nerevar. The ring is known as Moon-and-Star. The ring helps Nerevar to finally unite the Chimer and also the Dwemer, destroy the occupying forces of Skyrim and form one powerful nation, the Kingdom of Resdayn. Nerevar and the king of Dwemer, Dumac Dwarf-Orc are known as the First Council.
However, disputes over the basic principles and a new creation of Kagrenac, a Dwemer enchanter, named Numidium/Anumidum, divides the council. Dagoth Ur of House Dagoth learns of the new creation of the Dwemer that has potential to wipe out the Chimer and mocks the religion of the Chimer as it taps the divine power of the Heart of Lorkhan. He informs Nerevar and his Tribunes (Almalexia, Sotha Sil and Vivec). Together they meet Dumac Dwarf-Orc. Unfortunately, The meeting fails and the war is un-avoided.
According to some records, Nord and Orc are on the Dwemer side, helping them fighting against the Chimer. However Nerevar and Dagoth Ur manage to trick the army of Dwemer and secretly enter in the Dwemeri Citadel of Red Mountain. They confront Dumac and Kagrenac. In the final battle, the Kagrenac's Tools is used on the Heart of Lorkhan and in the same moment, the Dwemer race ceases to exist. Nerevar himself is reportedly wounded.
What happened to Nerevar at the Battle of Red Mountain? There are some inconsistencies in the historical records. One record says that Nerevar dies of his wounds on the Battle of Red Mountain, other says that he is murdered by a treachery of his tribunes (Almalexia, Sotha Sil and Vivec) - a claim Vivec denies in person. But looking at a hidden message in The Thirty-Six Lessons of Vivec, one finds this confession: "He was not born a god. His destiny did not lead him to this crime. He chose this path of his own free will. He stole the godhood and murdered the Hortator. Vivec wrote this."
If the Tribunal truly assassinate Nerevar, it is most likely due to Nerevar's directive to not tap the Heart of Lorkhan for any reason. After the death of Nerevar however, the Tribunal come to the Red Mountain and use the Kagrenac's Tools, and make themselves immortal and rule as living gods. For this act, Daedric Prince Azura curses them and the Chimer race. The race is now known as the Dunmer. The Prince also prophesies that Nerevar will reborn and punish the Tribunal – The Nerevarine Prophecies.
Later on, Nerevar is revered as one of the Dunmer Temple Saints as the patron of Warriors and Statesmen.

Sotha Sil
Lord Sotha Sil is the Mystery of Morrowind. He is said to be reshaping the world from his hidden, clockwork city. Sotha Sil the Magus is one of the three Immortal God-Kings of Morrowind, a Pillar of the Tribunal, and the patron of Artificers and Wizards. Sotha Sil was the mightiest wizard and most wise counselor of the First Council. Companion and teacher of Nerevar and Vivec, Sotha Sil is the Light of Knowledge and the Inspiration of Craft and Sorcery. Azura is the Anticipation of Sotha Sil.
After the Battle of Red Mountain, Sotha Sil manages to learn how to use Kagrenac's tools so that a mortal can tap the divine power within the heart and turn himself/herself into a god. Nerevar forbids this divine manipulation and forces the Tribunal to make an oath. However after the death of Nerevar, the Tribunal decide to use this for the good of their people, the Chimer. So, they go to Red Mountain, use the tools and make their own gods.
The Daedric Prince Azura curses them as they broke their oath and establish a new religion by forsaking any connection with daedra. From that moment on the Chimer is known as the Dunmer with ashen skin and red eyes.
During the end of First Era, at 1E2920, Sotha Sil spends some time on the Isle of Artaeum and as a member of the Psijic Order he teaches some of the new mages in the order.
After a daedric disaster on the village of Gilverdale, Sotha Sil journeyed into Oblivion via the Dreaming Cavern, and makes a pact with the Eight of the more prominent Daedric Princes (Azura, Prince of Dusk and Dawn; Boethiah, Prince of Plots; Herma-Mora, Daedra of Knowledge; Hircine, the Hunter; Malacath, God of Curses; Mehrunes Dagon, Prince of Disaster; Molag Bal, Prince of Rage; Sheogorath, the Mad One). The exact terms of the pact are unknown to most inhabitants of Tamriel. At the time of the pact, the Princes have agreed not to answer any summoning by any amateurs until the war between Morrowind and Cyrodiil ended; only the Psijics could counsel with the daedra, along with a few nomadic sorcerers and witches.
However Sotha Sil's pact fails to prevent the destruction of Mournhold. A bretony witch manages to summon Daedric Prince Mehrunes Dagon, and asks for the destruction of Mournhold. Sotha Sil and Almalexia are too late to prevent the destruction, although they manage to banish the Prince of Destruction back to Oblivion.
At 3E 417, when Almalexia and Sotha Sil visit the Red Mountain for their annual divine bath, the reawakened Sixth House high-ups ambush them and steal two of the Kagrenac's Tools: Keening and Sunder. Vivec rescues Almalexia and Sotha Sil, but failing to recover Keening and Sunder, the Tribunal retreat from Red Mountain in disorder. The Tribunes grow weaker without access to the Heart.
Later in life, it is believed that Sotha Sil grows weary of mortal imperfections, and retires to his Clockwork City, where he reshapes life, and some say the very world, into an image he finds pleasing.
Sotha Sil dies in the hand of his own long friend and fellow tribune, Almalexia. She in her madness, after losing her godhood due to the releasing of the Heart of Lorkhan by the Nerevarine, transports herself to the Clockwork City by using the Barilzar's Mazed Band and slays him. He keeps his silence, as he dies.

Tholer Saryoni
Tholer Saryoni is the Archcanon of Vivec. He writes "Fellowship of the Temple" and "Saryoni's Sermons". Those are essential books for the Dunmeri Temple. Saryoni is also responsible on guiding the high-leveled member of the Temple. He usually sends the member to do Pilgrimages of the Four Corners of the House of Trouble, where the member has to go to the shrine of Malacath, Mehrunes Dagon, Molag Bal and Sheogorath.
He is a loyal and trusted follower of Vivec. When the Temple-outlawed outlander has declared as Nerevarine and Hortator, Tholer Saryoni sends a message through Athyn Sarethi of House Redoran. He asks the Nerevarine to meet him in Vivec, High Fane. He then sends the Nerevarine to the Palace of Vivec to meet with Lord Vivec himself. He then helps Nerevarine to avoid the Ordinators.

Vivec
Lord Vivec the Poet is one of the three Immortal God-Kings of Morrowind, a Pillar of the Tribunal, and the patron of Artists and Rogues. Vivec was the most gallant knight and the most subtle rogue of the First Council. At once brave and honorable, and cunning and devious, Lord Vivec is a rare combination of the virtues of flamboyant adventurer and prudent statesman. Lord Vivec is a lover of both words and deeds, and a master of weapons and poetry.
Vivec writes "The Thirty-Six Lessons of Vivec". A series of sermons that talk about the birth of Vivec, the teaching of Vivec, his numerous battles with mythical creatures and many others. This thirty-six sermons are considered sacred by the Dunmeri Temple.
Circa 1E668-1E700, Vivec and the Tribunal help Nerevar in the War of the First Council. The war between Chimer and Dwemer over Kagrenac's creation known as the Numidium, that was fueled by the Heart of Lorkhan. Chimer wins the war and the Dwemer disappeared after the use of the Kagrenac's Tools. The leader of Chimer, Nerevar forces the Tribunes to make an oath not to use the tools in the profane manner that the Dwemer had intended.
However after the controversial death of Nerevar, Sotha Sil proposes an idea of using the Kagrenac's Tools to tap the divine Heart of Lorkhan, in order to make them immortal living gods. Together they go to the heart chamber deep in the Red Mountain, and use the tools. After the ritual finished and they learn the new divine power, Daedric Prince Azura shows up, confronts them and questioning them why they broke their oath to Nerevar. The Price of Dusk and Dawn then curses them and the Chimer race. From that moment on the Chimer race is turned to Dunmer with ashen skin and red eyes.
Later in 1E2920, the Cyrodiil Empire invades Morrowind – the Four Score War. Vivec plays his part as the General of the Morrowind Army. His tactics and cunning mind destroy many of the Cyrodiil forces. However the brilliant tactics of Prince Juilek and Tsaesci, Savirien-Chorak force Vivec and the rest of Morrowind to surrender. Morrowind is now a part of the great Empire of Cyrodiil.
In 2E572, the Akaviri force invades Morrowind. Vivec teaches his people to breath water. Then he floods Morrowind, killing the invaders.
In 2E882, Dagoth Ur and his fellow Ash Vampires awaken in the Red Mountain. They successfully block the Tribunal access to the heart chamber; without an access to the Heart of Lorkhan, the power of the Tribunal starting to wane.
In 2E896, the new Cyrodiil Empire under Tiber Septim threatens to invade Morrowind. In order to avoind bloodshed and to ensure the peace, Vivec makes a deal to the Cyrodiil. He would surrender Morrowind with condition of "all rights of faith and self-government." The Septim agrees and as a seal to the successful negotiation, Vivec gives Numidium to Tiber Septim. However this treatise is not working well internally, lots of the nobles and leaders refuse the live under Imperial rule and eventually blood is spilled in a coups and battles.
In 3E417, The Tribunal loses Keening and Sunder (two of the Kagrenac's Tools).
Circa 3E427, Vivec meets the Nerevarine, the hero of Azura's prophecy that supposed to punish the Tribunal. Vivec gives Wraithguard, the last Kagrenac's Tools in Tribunal possession, to the Nerevarine. He also teaches the Nerevarine how to use the Wraithguard, Keening and Sunder in order to sever the divine connection with the Heart of Lorkhan. With this, Dagoth Ur's threat would be eliminated, as this would free the heart from its bond. Unfortunately this action would also sever the divine connection of the Tribunal, resulted of the losing of the godhood.
Eventually, the Nerevarine successfully severs the divine connection and releases the heart. Vivec's divine power is no longer exist, a mortal. However not all the power of the Tribunal are gone. The faith of their people remains. Vivec plans to use this to reorganize the Temple, and consolidate the different factions of the Temple.
Outside of the game, Vivec is often role-played by Michael Kirkbride. The most interesting accounts on this role-playing are the Vehk's Teaching and The Trial of Vivec.

Yagrum Bagarn
He is the Last Living Dwarf, and is inflicted with corprus; he rides in a four-legged cart. He claims to have looked for the other Dwemer for thousands of years, but was unable to located an others.
The whereabouts of the Dwemer is one of the greatest mysteries of Tamriel. Yagrum says he was not there to observe what happened to kin: He was in an Outer Realm at the time, and when he came back, his people were gone. Bagarn believes, "Lord Kagrenac, the foremost arcane philosopher and magecrafter of my era, devised tools to shape mythopoeic forces, intending to transcend the limits of Dwemer mortality. However, in reviewing his formulae, some logicians argued that side effects were unpredictable, and errors might be catastrophic. I think Kagrenac might have succeeded in granting our race eternal life, with unforeseen consequences -- such as wholesale displacement to an Outer Realm. Or he may have erred, and utterly destroyed our race."
During his journey, he records almost all of the known artifacts and their lore. The book is titled Tamrielic Artifacts/Lore.
